The product asks for an upgrade before accepting another intake into active services or adding another billable staff seat. It does not discard agency data.
The pricing contract

Pay for the staff using the system, not the children they serve.

Per-child pricing punishes agency growth and turns caseload changes into billing work. Tiny Solutions uses active staff seats for the paid plan.
